New Law Could Transform Santa Monica Neighborhoods—Here’s What You Need to Know

Big changes are coming to Santa Monica’s housing landscape. As of July 1, 2025, a new zoning change is in effect that could significantly reshape neighborhoods across the city. According to California Senate Bill 1123 (SB 1123), properties that were previously zoned for a single-family home can now be developed into up to 10 units plus 2 Accessory Dwelling Units (ADUs).

What Is SB 1123?

SB 1123 is a California law designed to increase housing production by making it easier and faster for developers to build. It builds upon a previous bill (SB 684, the Starter Home Revitalization Act) by:

  • Allowing single-family residential parcels to be subdivided and developed into up to 10 units, creating higher housing density.

  • Extending a streamlined approval process to qualifying projects. This means fewer public hearings and less discretionary review, potentially accelerating development timelines.

What Does This Mean for Santa Monica?

The effects won’t happen overnight, but they will be noticeable over time:

  • Some neighborhoods may remain largely unchanged, especially those with limited vacant lots.
